(Wine-Searcher) - In the wake of the Pennsylvania Liquor Board scandal, W. Blake Gray has some more observations.

Last week's story about corruption at the PLCB was popular with readers, so my editor asked for a sequel. Are there more golf details? Yes there are.

In going through the 2014 Pennsylvania Ethics Commission report that sparked a federal investigation, I got a greater sense of how big spirits companies cooperate, rather than compete, to freeze out smaller competitors. It sounds like the spirits world is literally a country club. Picture four guys standing around a putting green, deciding which rums and whiskeys you are able to buy.
